6.05 Notice for Vancouver
On January 23, 2009, the Corporation gave notice to the National CUPW of its intent to amend the lists of post offices, sections and installations in the Pacific Region. At the writing of this bulletin, the Vancouver Local has not been contacted to engage in meaningful consultation on this 6.05 change as required by the Colective Agreement.
What is a 6.05 Notice?
A 6.05 notice refers to specific language in the Collective Agreement known as Article 6.05. Canada Post is required to identify each mechanized plant, post office and section:
6.05 (a)
The Corporation shall acknowledge that the list of MAPP areas, mechanized plants, post offices, and sections thereof, with which the Union was provided at the time of this agreement, is correct
A post office defines the geographical grouping of sections and installations within which local staffing will take place. The identification of staffing boundaries has a direct impact on the use of our seniority.
Under Article 6.05 (d), Canada Post can change the list of mechanized plants, post offices, and sections providing that (i) it first advises the National Union of such changes in writing ninety (90) calendar days in advance and (ii) holds meaningful consultation at a local level.
The Corporation intends to amalgamate two Post Offices, Vancouver Mail Processing Plant and Retail and Delivery, into a single Post Office. As a result of the amalgamation, VMPP, Retail and Delivery Post Office and their sections and installations will be deleted.
The new Post Office will be called “Vancouver Post Office”.
There will be nineteen (19) sections in this new post office, and they are as follows:
Receipt Verification Unit; Preferred Assignment; OverSize; R.T.D. (Dock); Volume Electronic Mail; International Records Mail; Outbound International (Foreign Surface); Inbound International (Custom Support); International Lettermail; Short/Long Mechanized; Short/Long Mail Prep; Wickets/Counter; Registration/Preferred Assignment; SVDC Mail Processing; CDC Mail Processing; RDC Mail Processing; RDC Registration; City View Mail Processing; North Burnaby Mail Processing.
There will be twenty-three (23) installations, and they are as follows:
Mountainview Delivery Centre; Stn.D; Stn.F; Stn.G; Stn.K; Stn.S; Depot 32; Depot 74; Capilano Delivery Centre; North Vancouver 3; North Vancouver 4; South Vancouver Delivery Centre; Richmond Delivery Centre; RDC Depot 22; South Burnaby Delivery Centre; North Burnaby Delivery Centre; Bentall; Vancouver Main.
Additional information relating to this change, such as the distinction of components will be provided once the Vancouver Local has been notified of consultaion and further clarified the Corporation’s intentions.
