During the ratification vote meetings held in August and early September, we
realized that there was a major point of confusion and misinformation for RSMCs surrounding Personal Contact Items (PCI) alleged overpayments and the recovery. To clarify, in accordance with the terms of the agreement to renew the RSMC collective agreement for two years, the following changes have been implemented with respect to the retroactive recovery of alleged overpayments in relation to the annualized total of Personal Contact Items delivered.
PAYMENTS STOPPED EFFECTIVE SEPTEMBER 7, 2021
CPC will no longer recover any alleged overpayments in relation to the annualized total of Personal Contact Items delivered.
REIMBURSEMENT OF PAYMENTS RECOVERED AFTER
SEPTEMBER 7, 2021
CPC was supposed to modify its systems to stop the claw-back for PCIs. However, we were informed that monies were recovered after the cut-off date either due to payroll already being processed or CPC’s systems adjustments not being finalized. CPC has identified 638 workers that saw a claw-back for PCIs on Pay Period 20 (September 7th to September 18th). Any money recovered for PCIs after September 7, 2021, will be reimbursed.
NO RECOVERY DURING TWO YEAR RENEWAL PERIOD
The RSMC collective agreement will now expire on December 31, 2023. There will be no recovery of alleged overpayments for PCIs during this period.
NO FUTURE RECOVERY OF MONEY NOT RECOVERED
Workers who were subjects of a CPC claw-back for PCIs prior to September 7,
2021, saw or will see the recovery of this alleged debt stop on that date. CPC has confirmed that it is forgiving these debts and that monies owed will not be
recovered subsequently.
WE NEED AND DESERVE A BETTER SYSTEM
We must put an end to the current system and ensure RSMCs will not face
reductions in their incomes due to arbitrary decisions taken by CPC management. Full equality with letter carriers and equality among RSMCs is an objective worth fighting for.
