As you are no doubt aware, Canada Post has nearly completed its campaign to streamline its operations and cut jobs, otherwise known as Postal Transformation (PT). It is understood, that any new initiative or overhauling of an organisation’s previous system comes with a whole new set of challenges. That being said, I think it is important to note that we do not ignore our Collective Agreement and health and safety, when embarking on these new changes. The Union met with the employer on September 21, 2016, alongside MSC representatives from the Pacific Processing Centre (PPC), to discuss issues raised by drivers in regards to working conditions, health and safety, staffing, and changes to work schedules. After 10 months of difficult negotiations, CUPW and Canada Post have reached tentative collective agreements for each of the Urban and RSMC bargaining units. We have worked relentlessly for the past few days with the assistance of Special Mediator William Kaplan and the head of the Federal Mediation and Conciliation Services, Guy Baron, to finalize our negotiations.

Tentative Agreements

Bargaining continued until the early hours of this morning and we have now achieved two agreements in principle, one for each of the RSMC and Urban Bargaining Units. The negotiating committee has unanimously recommended to the National Executive Board that we accept these agreements in principle. The majority of the National Executive Board has voted to accept these agreements and are recommending that the membership ratify them. We achieved these agreements because we remained strong and maintained our strategy.

Ratification Votes

The tentative collective agreements must be ratified by a majority vote of the members in each respective bargaining unit. The ratification vote process can be found in section 6.18 of our National Constitution.

Details

The details of the tentative agreements will be provided in future bulletins. Information about ratification votes will be sent out in the near future.

OTTAWA – The postal workers’ rotating overtime refusal has been put on hold for another 24 hours.

“We are hopeful that a negotiated settlement may be achieved but we remain prepared to defend our
members and public postal services,” said Mike Palecek, national president of the CUPW.

Negotiations are continuing with the help of a government-appointed special mediator.
