The employer reported on the Mini Bid and stated that it had been completed and that they were ready to start the back filling of the positions. The employer informed us that they were implementing this bid on August 4, 2013.
During our discussion, the parties came to the realization that there were still too many problems with the relays and directs at this time to say that the restructure had stabilized. We also came to the conclusion that there is a high likelihood that there may be significant changes to the schedules as they currently exist.
Everyone should remember that we will go into another restructure for the Depot 74/99 Unit in the next six to eight (6-8) weeks.
The Corporation has agreed to have the two MSC stewards meet with the Route Measurement Office and Larry Bartrum, Supervisor for the drivers at 74/99, and try to review and resolve the minor issues before trying to tackle the large questions, such as whether some of the boxes will need to be moved or that some of the directs need to come back to the MSCs.
Here is a small sample of the issues we are hoping to correct this week:
- Improper line of travel
- Tags for relay and direct need to be properly printed, and not written with a felt pen
- Some first boxes for carriers are not the first box – they need to be realigned
- Reviewing the times for the RPO and Direct runs
- Concerns about the length of some of the relay runs
We had a number of problems last week with the restructure and delays. Relays were getting out well past the scheduled relay departure time and the Corporation was delaying the bundle drivers so that we never had a proper review of whether the one relay run system would really work.
We also had so many clean up bundles that extra drivers were added from downstairs, for instance, six (6) extra relief helped to put out the late bundles. We also had the eight (8) routes that have no assigned duties being assigned to help with the relays and directs.
Some carriers have been asking that bundle drivers switch the order of their relay box drops, which changes their line of travel. It is important that drivers not do this on an ad hoc basis. Carriers need to go to their supervisors, who will then go to the transportation Supervisor so that the relays runs can be properly updated. If we don’t follow this procedure, we will not be credited with the right amount of travel time and delivery time.
Drivers need to review their 103 sheet, that is the sheet that shows all your stops and either your relay location or directs on your route. There are different time credits for the distance between your parked vehicle and the relay box or direct location. There is also a difference in the credit depending on how many bundles/weight you place in the box or how heavy the direct is.
The following is a chart that shows the differences in the type of relay box, directs, and the value:
SV |
Directs |
Location Symbols |
|
A |
1.01 |
1.01 |
A box or point of service (direct/lobby drop) located up to and including 25 feet |
B |
1.20 |
1.60 |
A box or point of service (direct/lobby drop) located more than 25 feet and up to and including 50 feet |
BX |
1.35 |
1.97 |
A box or point of service ( direct/lobby drop) located more than 50 feet and up to and including 75 feet |
CA |
1.05 |
1.10 |
A box or point of service (direct/lobby drop) in a core area located up to and including 25 feet |
CB |

2.10 |
A box or point of service (direct/lobby drop) in a core area located more than 25 feet and including 50 feet |
CX |
1.66 |
2.85 |
A box or point of service (direct/lobby drop) in a core area located more than 50 feet and including 75 feet |
If you have to make more than one trip to the location, the credit is multiplied by the number of trips.
We are still consulting with management on all the problems that are ongoing with the restructure and relay runs.
We had a meeting set up for Friday, July 26, 2013, but we have agreed to move this to Wednesday, July 31, 2013, as we still are getting more information on the problems that are occurring with the relay runs.
If you have issues that have not been resolved, please bring those concerns to the attention of management, but also inform Susan Bakajic (MSC Shop Steward – Depot 74) or Alan Dobbs (MSC Shop Steward – Depot 74); both are working to try and compile the issues and concerns of the MSCs and get these schedules fixed.
In Solidarity,
Pat Bertrand
